The intent is Pelagian. The architecture is Augustinian.

The phrase refers to Pelagius, a British monk who believed that human beings can freely choose their actions and shape outcomes through effort and intention.

When Snowden says the intent is Pelagian, he is pointing to the assumption behind many systems: if we set the right goals, create the right processes, and explain what people should do, they will act accordingly.

By contrast, Augustine saw human behaviour as shaped by deeper forces such as habit, structure, and context.

So when Snowden says the architecture is Augustinian, he means that the structures we create often shape behaviour more strongly than our stated intentions. Incentives, constraints, history, and institutional patterns may produce outcomes the designers never fully anticipated.

The phrase points to a common mismatch: we design as if people will act rationally and intentionally, but the system itself quietly shapes what they actually do.
